From Google: Following the 1771 act that made counterfeiting copper coins a felony in Britain, counterfeiters created "evasion coppers" - coins that altered the inscriptions and designs of regal halfpennies. Because the law strictly penalized exact imitations, these altered, lightweight coins were legally marketed as novelties, tokens, or political propaganda rather than illegal counterfeits, enabling them to circulate during shortages of small change.
